AFIS encodes, digitizes and searches fingerprint impressions against fingerprint records. In a civil identity programme its job is singular and decisive: establish that the person applying is not already registered under another name. Modern systems extend to ABIS, adding face and iris to the same search.

- Checks whether a person is attempting to register under a different name — the single most effective control against identity fraud in a national programme.
- High-speed template search
- Stores and searches fingerprint templates at high speed, scaling to national population volumes.
- Multimodal matching
- ABIS adds face and iris recognition to fingerprint matching, so a match survives one modality being weak or unavailable.
- Civil and criminal separation
- Civil AFIS serves national ID cards, passports and driver’s licenses; criminal AFIS serves law enforcement. The two are kept distinct.

In the enrollment workflow the 1:N search is what moves an application from “under review” to “approved”: no duplicate found, no reason to hold the application.
